TRAVEL ADVISORIES

********************************************************************

BED BUG ADVISORY - Because many students travel during Thanksgiving Break, the University of Pennsylvania is issuing a Bedbug Alert regarding the spread of these pests.  Learn how to protect yourself and your belongings before you leave, while you are vacationing, and after you return to campus.

WHAT ARE BEDBUGS?
Bedbugs are small, reddish brown, wingless insects that are oval in shape, about 1/4 inch long, and similar to a tick in appearance. They are visible to the naked eye. They feed on the blood of humans and animals, and while they do not spread disease their bites are irritating and can produce itching and welts. Very hardy insects, they can live up to 18 months without feeding and may remain in your belongings and furniture long after you have returned from a trip.

They are called "bedbugs" because they thrive where people sleep, and this is when they emerge to feed.  Generally nocturnal, they hide during the day in crevices found in bed frames, mattresses, blankets, pillows, behind picture frames, in drawers, etc.

WHERE DO THEY COME FROM?
Bedbugs are found all over the world. They are in 5-star hotels, hospitals, dorms and private homes. They are spread by travelers -- not because of "dirty" environments or unclean people. They are generally spread by attaching themselves to your personal belongings such as backpacks, luggage, and used furniture.  Once in your room, they present a very serious challenge for pest management experts, and the treatment of your belongings and the surfaces in your room is aggressive and lengthy.

There is currently an increase in bedbugs worldwide because of the banning of certain pesticides in recent years and increased global travel.  Most colleges and universities across the U.S. are now publishing fact sheets and creating websites. Penn is now among those schools developing a website, though as of this printing, there have had only 4 reported cases in 2 years.

TRAVEL TIPS
Always inspect the areas where you will be sleeping.  Pull back the sheets and mattress pads to inspect for live bugs, the discarded shells of bugs, or small blood stains, particularly along the seams.  Place your backpack, suitcases or travel bags up off the floor on a table, dresser or luggage rack. If you detect the presence of bedbugs, leave immediately and report the problem to your hotel or host.  You should also inspect your bags before you return home.  Wash clothing and travel bags in hot water and place them in a hot dryer.  You might also steam clean your belongings: bedbugs can be killed by the application of high heat.

HOW ARE THEY DETECTED AND WHAT SHOULD YOU DO?
If you wake up with small bites that itch -- particularly if the bites are in a straight line -- you might suspect the presence of even a single bedbug. In that case, you should immediately contact the Student Health Service located at Penn Tower, 399 S. 34th St. (215.662.2850) and schedule an appointment for evaluation and treatment.  While the bites cannot be definitively confirmed as bedbug bites, and there is no blood test to confirm if the bites are from a bedbug, it is important to rule out any other types of skin conditions.

The presence of even a single bedbug is serious, and you should immediately report the problem to Facilities Services at 215.898.7208.  Your House Dean, RA or GA should be notified right away.  Residents in adjoining rooms may also require inspection.  A very aggressive approach is needed to eradicate this problem so you should never delay or hesitate to report your concerns.

SECURITY TIPS for STUDENTS

Pay attention to Penn Police advisories about “Unattended Theft” on campus. You should be extra vigilant of your belongings during break periods.

Make sure all valuables and small personal electronic devices are stored in a safe and secure location.  Do not leave bags, laptops, iPod’s, cameras or other personal items unattended in lobbies, lounges, halls or other public spaces.  If you are leaving a bike on campus over break, think about storing it in your room, or be sure to use a “U-Lock” to secure it to a bike rack.

Please also consider the following safety issues regarding low occupancy periods:

IF YOU ARE LEAVING CAMPUS:

  • LOCK your apartment or room door when you leave. Make sure also that windows are closed and locked; shades, drapes, and blinds are closed.
  • You should not advertise that you will be away; however, do not just drop out of sight. Let those close to you including your friends, family and roommates know where you are going and when you will be back.
  • Bed Bugs and Travel:  If you are planning to travel over break, please take a moment to read the University's Bed Bug Advisory.  This can be found at http://www.upenn.edu/housing/pests.html.

IF YOU REMAIN ON CAMPUS:

  • Keep your room or apartment door locked at all times. Pay particular attention to locking it when you leave your room.
  • Walk with a friend when traveling around the campus or use the Escort Services, 215-898-RIDE or 215-898-WALK, when they are in service. Try to arrange your schedule around the hours of Escort Services.
  • Close curtains or blinds after dark.
  • Be aware of any silhouettes that may be cast from your room and be visible from the street (i.e. by dressing in front of a window).
  • If using the elevators, it may be better to wait for an empty car, rather then get on with a stranger.
  • Never, under any circumstances, sign a stranger into your building .
  • If you see a suspicious person in a corridor or lounge, or if someone knocks on your door soliciting, call University Police at 215-573-3333 or 511 from a campus phone. You need not confront a stranger, but do not ignore him/her either. After calling the UPPD, call your Information Center and remain in your room until a response is made.
  • Make sure that lounge and common bathroom windows are closed and locked at all times.
  • Be aware of who is on the outside before you open an entrance door or your room door for anyone.
  • The elevators and the Information Centers are all equipped with emergency phones. There are also phones strategically placed throughout the campus. These are direct lines to the University Police. Simply remove the receiver from the cradle or push the button, this connects the caller with the University Police and identifies the location of the call. If you can, give a description of your circumstances, but if you cannot, ACTIVATE THE PHONE by knocking the receiver off of the hook.
  • Report all suspicious occurrences or breaches in security procedures to the University of Penn Police immediately at 215-573-3333, or 511 from a campus phone for emergencies.Your awareness could prevent a potential crime.

Have a safe and enjoyable break!

The Office of College Houses and Academic Services and the Department of Housing Services will be closed on Thursday, 11/26, and will reopen on Monday, 11/30 at 9am.
