Penn Publication Services, in collaboration with Penn Mail Services, is pleased to announce that it has assumed responsibility for the University's Bulk Mail and Lettershop Services effective July 1, 2009. This change is designed to enhance direct and bulk mailing services offered to the Penn community in addition to the print, design and stationery services currently being offered by Publication Services.


PENN MAIL SERVICES

  • Accepts mail for First Class Metering.
  • Maintains the meter and Permit #2563 for both First Class and Non-Profit Mailings.
  • Accepts First Class Stamped Mail.
  • No longer processes Permit/Indicia bulk mail. It must be addressed and sorted according to USPS Bulk Mail regulations.

PENN PUBLICATION SERVICES

  • Provides lettershop services for Permit/Indicia bulk mailings (see a listing of letter shop services below)
  • Provides a Lettershop Request Form to clients requiring lettershop services with instructions on how to have their mailing completed, in order to help clients understand their mailing needs.
  • Note: to facilitate a smooth transition, materials will continue to be picked up from departments if necessary.
  • Will not accept mail for First Class Metering or Stamping.

To facilitate the process, the following definition should be understood:

  • Bulk Mail is mail that is prepared according to USPS guidelines which allows the mailer to receive postage discounts for large quantities by taking steps that save the US Postal Service (USPS) time and resources.
  • The bulk/permit mail at Penn is First Class Presorted and Non-Profit Mail.
  • Stamped or metered mail is not bulk mail.
