University of Pennsylvania Parking Services
Access to parking on the campus of the University of Pennsylvania is provided through the Department of Parking, which manages and operates a number of visitor and permit parking facilities. Penn’s visitor (cash) lots and garages are located in and around the core of campus and are open to the general public at competitive rates. Individual operating hours and fee structures are posted at each parking facility. The balance and majority of Penn's parking lots are restricted to permit parking only and are reserved primarily for university faculty, staff, and students. Parking Violations Board
Individuals who believe their vehicles were unjustly towed should submit their claims in writing to: Parking Violations Board, 3401 Walnut Street, Suite 440A, Philadelphia, PA 19104-6228. The Parking Violations Board is comprised of students, faculty and staff who volunteer to meet twice a year to review all appeals and make an objective and binding determination on each case placed before them.
Street Parking through Philadelphia Parking Authority
The Philadelphia Parking Authority oversees a large number of parking garages/lots in Center City, University City, and the surrounding metropolitan area. The Philadelphia Parking Authority is also responsible for meters, hourly parking, the Smart Card system, and payment/management of parking violations.
Residential Parking Permits are available to current residents living within the boundaries of the Parking Authority. Permits will exempt residents from timed (hourly) parking, and metered parking on assigned streets. Permits are available for $35 for the first year, and $20 each additional year. To obtain a Residential Parking Permit, residents must display Pennsylvania license plates and be registered to a home address within the permit area. The Philadelphia Parking Authority must also receive proof of residence in the form of a drivers license, current lease, or a recent utility bill.
