Fees
The general permit parking fee structure is compliant with University
policies requiring the Parking Program to be self-supporting. Parking
income is used to cover the cost of surface lot improvements (e.g.,
pavement, fencing,
striping, control gates), pay the salaries of attendants, reduce
the construction debt on garages, finance new construction of parking
garages, pay parking taxes and real estate
rental fees, new equipment, and cover the cost of operating expenses, (e.g., electricity, decals, snow
removal).
The University reserves the right to re-assign permit holders to
other parking facilities during
the course of the year should circumstances such as lot closure
or reduction in size warrant such action. Current parking rates
and administrative and
miscellaneous fees are available by contacting the Department of
Transportation and Parking (215-898-8667).
For academic year 2008-2009, permit parking fees will increase in
most University parking lots. Campus parking based on a 250 work
day averages out at $6.90 per day. The daily flat rate for non-permit holders
who park in Penn lots averages
approximately $13.00.

University faculty and staff are encouraged to pay their parking fees in installments through automatic payroll deduction. Equal installments (12 monthly or 48 weekly) will be taken from each pay issued September through August. Additionally, you will automatically be enrolled in the Penn Commuter Choice Program, which offers you significant tax savings by deducting parking fees (up to $205 per month or $2,460 per year) on a pre-tax basis. Through Penn Commuter Choice, you do not pay federal or FICA taxes on the deductable amount.
University and HUP Employees are encouraged to use payroll deduction for the payment of parking fees. Not only is this form of payment convenient, but also you are automatically enrolled in the Penn Commuter Choice Program which offers you significant tax savings by deducting parking fees on a pre-tax basis. Employees who wish to pay their parking fees in full should include with the application/profile form a check or money order made payable to: "The Trustees of the University of Pennsylvania" for the total applicable fees. Permit Holders will be assessed all fees and penalties related to checks returned for insufficient funds, etc.
University Employees: University faculty and staff members may arrange to pay the total applicable fees in installments through payroll deduction. Once established, equal payroll deductions are taken once a month for monthly paid and four times per month for weekly paid. Payroll deductions are ongoing, year after year, until the Parking Office receives written notification from the permit holder to cancel the payroll deduction. Payroll deduction amounts will be adjusted automatically each September to reflect any changes in permit fees. Departments who wish to pay for individual parking through BEN Financials is not acceptable.
HUP Employees: HUP employees may arrange to pay the total applicable fee in installments through payroll deduction. Deductions for HUP employee permit holders will be taken in twenty-four (24) bi-weekly installments from the first two pay periods of each month, beginning in September and ending in August.
Students: University students may purchase permits for two semesters or annually, but students are required to pay permit parking fees in full at the time of application. Students' parking fees are charged to their Student Financial Services bill.
