Permit Parking

Parking is available to Faculty and Staff annually (September-August) per request, and to Students per two semester (September-May) on a first come, first served basis. The demand for parking on campus during regular (weekday) business hours has always been far greater than the supply of available spaces which is why parking has been strictly regulated and enforced. Conversely, the availability of parking on evenings and weekends is more than sufficient for the demand and, therefore, regulation and enforcement has been minimal. However, illegal parking in the core areas of campus has caused congestion, safety concerns for emergency vehicular access and the subsequent need for parking regulation and enforcement. In an effort to contribute to a safer and more secure campus environment while meeting the access needs of the community, the Department of Transportation and Parking has implemented the following evening and weekend parking policy.

 

Types of Permits
Various types of parking permits are available for University parking facilities. Parking permits are issued on an annual and multi-year basis, and are valid from September 1 to the following August 31. Parking permits are not transferable.

  • Daily Parking Permits are issued to faculty, staff and students for parking during normal business hours in assigned University parking facilities. These permits are also honored in any of the "N" designated parking lots after 5:00PM, provided space is available and vehicles are parked in legitimate striped parking spaces.

  • Evening Parking Permits are available for purchase for two semesters or annually and they are valid after 4:00PM on weekdays and all day on weekends. These permits are honored in any of the "N" designated parking lots, provided space is available and vehicles are parked in legitimate striped parking spaces.

  • Research Parking Permits are available for purchase at a nominal fee for two semesters or annually for Graduate Students who are required to utilize various Penn facilities for university related research. These permits are valid from 6:00PM to 6:00AM on weekdays and all day on weekends and they are honored in any of the "N" designated parking lots, provided space is available and vehicles are parked in legitimate striped parking spaces. A letter (verification of need) from the student's graduate group chair is required to obtain a research parking permit.

  • Temporary Parking Permits are issued to current permit holders who must bring a different vehicle into an assigned parking facility due to an emergency (e.g. registered vehicle under repair, rental or borrowed vehicle). These permits are valid only for a specific vehicle, lot and designated time frame.

    Duplicate Permits
    Duplicate permit decals are issued to permit holders (faculty and staff only) who wish to car pool or who need to regularly drive to campus in a vehicle other than the one for which the primary permit has been issued. A permit holder may obtain up to a maximum of three (3) duplicate permits at an additional fee for each permit. An owner's registration card must be presented for each additional vehicle before a duplicate permit decal is issued. Any vehicle bearing the duplicate permit decal must be registered with the Department of Transportation and Parking and may only be parked when the vehicle bearing the primary permit is not in the assigned parking facility. In the event where vehicles bearing the primary permit and the duplicate permit are parked in University parking facilities at the same time, the vehicle bearing the duplicate permit will be towed away at the owner's expense and the primary permit holder will risk the permanent loss of parking privileges.

    Permit Decal Display
    Registration is considered complete when the permit decal is affixed to the vehicle being registered. Instructions for properly attaching the permit decal are provided with the decal. Unless the permit decal is affixed to the vehicle in accordance with the instructions and the vehicle is parked in the assigned facility, the permit holder risks having the vehicle towed at the owner's expense. Replacement permit decals may be obtained in exchange for old permit decals from the Department of Transportation and Parking. A replacement fee will be assessed for lost permit decals. Additional fees will be assessed for lost card keys. The permit holder is responsible for advising the Parking Office of any change in vehicle and/or license plate number. When a different vehicle must be brought into an assigned parking facility due to an emergency, the permit holder must notify and obtain a temporary permit from the Department of Transportation and Parking immediately upon arriving to campus to avoid towing. Personal notes placed on or inside vehicles are not recognized.

    Evening and Weekend Parking Policy

  • On evenings (Monday-Friday) and weekends (Saturday and Sunday) many of Penn's parking lots are available for parking to anyone with a current and valid University issued parking permit. The permits described below are issued by the Department of Transportation and Parking and are the only permits honored in University parking lots designated with the "N" (evening/weekend) symbol posted next to the lot number on the parking signs located at the entrance to each parking lot. All valid and current permits are honored on a first-come, first-served basis provided space is available andvehicles are parked in legitimate striped parking spaces. Permit fees are prorated on a bi-weekly basis.

  • Night Parking Permits (N) are honored in "N" designated parking lots between the hours of 4:00pm-12 midnight on weekdays and all day Saturday and Sunday, provided space is available. Evening Parking Permits may be purchased by faculty, staff and students per semester (Sept–May) or annually (Sept–Aug).

  • Research Parking Permits are honored in "N" designated parking lots between the hours of 6:00pm-6:00am on weekdays and all day Saturday and Sunday, provided space is available. Research Parking Permits are available only to Graduate Students who are required to utilize various Penn facilities for university related research. A letter (verification of need) from the student's graduate group chair is required to obtain a research parking permit and a nominal fee per semester (Sept-Dec, Jan-May) or annually (Sept-Aug) will be assessed at the time of issuance.

  • Daily Parking Permits (A) which are issued to faculty, staff and students for parking during normal business hours in assigned University parking facilities are honored in "N" designated parking lots after 5:00pm. Daily permit holders who work late or stay for night classes may as an additional safety measure move their vehicles from their assigned parking lots to any of the "N" designated parking lots, provided space is available.

    "N" Designated Parking Lots
    Each parking lot that has been designated as an "N" (evening/weekend) parking lot will have the "N" symbol posted next to the lot number on the parking sign located at the entrance to the parking lot. The "N" designated lots* currently include the following open surface lots (#1, 16, 19, 23, 39, 45, 47) and garages #7 and #44 (a card key/deposit may be required for these two garages). Unless otherwise noted, "N" (evening/weekend) parking is prohibited in all University lots and garages where access is controlled by a parking attendant, a barrier gate or an overhead garage door. During special events (e.g. sporting events, graduation) when some "N" designated lots may be operated as cash lots. A regularly updated master list/map of all Penn parking lots (describing which permits are honored in which lots) will be maintained in the Parking Office (Suite 447A, 3401 Walnut Street) and available to the public upon request. *(These lots are subject to change, please look for the "N" on the sign before parking in the lot.)

    Permit Cancellation
    Parking permits may be canceled at any time during the year. In order to cancel a permit, the permit decal must be removed from the vehicle and returned (in pieces if necessary) along with a card access key (if issued) to the Parking Office. A pro rata refund will then be processed or payroll deduction canceled, based on the date of receipt of these materials. A check for pro rata refunds will be issued to the permit holder within thirty (30) days. An administrative fee (currently $25.00) will be assessed for any permit canceled within sixty (60) days of issuance.
