Policies
The University of Pennsylvania, for a fee, provides parking as a convenience to parking permit holders. The primary purpose of garage doors, control gates and/or parking attendants at various locations is to enforce the appropriate use of the parking facility by authorized personnel and to protect University property. This is in accordance with the terms of the permit holder's signed contract with the Department of Transportation and Parking. An accepted application represents a lease of one parking space from the University of Pennsylvania. Permit holders retain complete control of their vehicles at all times and are responsible for any damage to their vehicles or personal property while their vehicles are present on University property. The University of Pennsylvania is not responsible for such loss or damages whatever the cause. To avoid loss or damage and the inconvenience they cause; vehicles should be parked carefully so they will not be struck by others. Vehicles should be locked and items of value such as clothing, removable radios, cellular phones, etc., should not be left in view.

Parking on private property owned by the University of Pennsylvania is by permit only. Parking permits may be obtained from the Department of Transportation and Parking. Permit holders agree to abide by the rules and regulations governing permit parking. The University has contracted with a private towing company which patrols campus and all thoroughfares including parking lots, private streets, walkways, loading docks, etc., 24-hours per day, seven days per week. Vehicles that are parked in University parking lots under the following conditions will be subject to towing at the owner's expense:
- vehicles not displaying current and valid parking permits issued by the Department of Transportation and Parking.
- vehicles that are parked in areas other than in legitimate striped parking spaces.
- vehicles that are blocking the right-of-way of any vehicle or facility.
- vehicles that are parked in restricted areas.
Vehicles that are making deliveries to University buildings are regularly instructed not to park in University parking lots, but they are afforded a one-time fifteen (15) minute courtesy if they are parked in legitimate striped parking spaces. |

Persons who believe their vehicles were unjustly towed should submit their claims in writing to Parking Violations Board, Business Services, 3401 Walnut Street, Suite 440 A, Philadelphia, PA 19104, Attn: Communications. The Parking Violations Board is comprised of students, faculty and staff who volunteer to meet twice a year to review all appeals and make an objective and binding determination on each case placed before them. During winter emergencies, the Department of Transportation and Parking makes
every effort to clear all parking lots of ice/snow as soon as possible. If,
for any reason, you arrive to campus and are unable to park in your assigned
facility, please contact the Parking Office (215-898-8667) for instructions or for directions to the nearest available parking facility. Please exercise caution at all times when driving and walking
in University parking facilities. |
