As part of Penn Mail Services’ restructuring initiative, Penn Publication Services will facilitate the University’s Permit/Indicia bulk mail and lettershop services effective July 1, 2009.

Bulk Mail/Lettershop Services

Penn Mail Services will continue to accept mail for First Class Metering and will maintain the meter and Permit #2563 for both First Class and Non-Profit Mailings. Penn Mail will also continue to accept First Class Stamped Mail.  Permit/Indicia bulk mail should be addressed and sorted according to USPS Bulk Mail regulations; this mail will no longer be processed by Penn Mail Services.

Penn Publication Services will provide lettershop services for Permit/Indicia bulk mailings (see a listing of letter shop services below). Penn Publication Services will not accept mail for First Class Metering or Stamping. In order to help clients understand their mailing needs, Publication Services will provide a Lettershop Request Form to clients requiring lettershop services with instructions on how to have their mailing completed.  To facilitate a smooth transition, materials will continue to be picked up from departments if necessary.

To facilitate the process, the following definitions should be understood:

Bulk Mail is mail that is prepared according to USPS guidelines which allows the mailer to receive postage discounts for large quantities by doing things that save the US Postal Service (USPS) time and resources. The bulk/permit mail at Penn is First Class Presorted and Non-Profit Mail. Stamped or metered mail is not bulk mail.

Lettershop Services include, but is not limited to the following:

  • Data Processing/Postal Presorting
  • Inkjet Addressing
  • Laser Printing/Personalization
  • Inserting
  • Tabbing
  • Handwork
  • Fulfillment
