Mission

Overseeing Smart Procurement Strategies

Penn Procurement Services provides efficient and effective buying methods, purchasing policies and procedures, and customer support for Penn faculty and staff. The department also manages the University's economic inclusion program and Green Purchasing initiatives, and establishes strategic supplier relationships to provide lowest "total cost" products and services to the Penn community.

Economic Inclusion

In total, more than 10% of Penn's purchasing dollars are directed to local community businesses, while local and diversity-owned suppliers also enjoy greater than a 10% share of Penn’s total spend. Approximately 20% of Penn Marketplace participating suppliers are diversity-owned.

Sustainability

Ben’s Attic is a web-based surplus property exchange site that allows Penn faculty and staff to exchange and purchase surplus University-owned property.

Procurement Services promotes the purchase of products with a reduced or minimal (ideally zero) environmental impact.

 

Cost Containment & Revenue Development

The efforts of Penn Procurement Services to identify new institution-wide and School and Center specific contracting and cost savings opportunities has resulted in an average of $35M in annual cost containment for the University. 

Innovation

Procurement Services joined with the Divisions of Finance and Information and Computing Services to implement a comprehensive solution that raised one of the University's essential administrative process, the Procure-to-Pay process, to a higher level of organizational efficiency and effectiveness. The Penn Marketplace effort was recognized with a 2019 Model of Excellence Award.
