Michael D. Scales

Vice President

Michael D. Scales is the Vice President of Penn’s Business Services Division and a member of the University’s executive leadership team. In his role, Mr. Scales oversees services that provide Penn’s faculty, staff, students, and visitors with welcoming campus amenities and administrative support through over 15 business units and programs. These areas include the operational management of The Morris Arboretum and Gardens, housing and dining services, Penn Transit and commuter services, parking, conference and hospitality services, University ID Card Services, Penn Mail Services, the Penn Bookstore, University-owned hotels, Penn Children’s Center, the Penn Ice Rink, and other ancillary operations.

His most recent position was as Associate Vice President for Business Services at Temple University. Before joining Temple in 2006, he was the director of university housing at Drexel University. Mr. Scales is actively involved with several higher education professional organizations, including the National Association of College Auxiliary Services (NACAS) and the National Association of College and University Business Officers (NACUBO). He also serves as chair of the board of directors of Northeast Treatment Centers.

He holds a master’s degree in higher education administration from The Ohio State University and is completing a doctorate in education from Temple University.
