Michael D. Scales

Vice President

Michael D. Scales serves as Vice President of the University of Pennsylvania’s Business Services Division and is a member of the University’s executive leadership team. In this role, he provides strategic leadership and operational oversight for a broad portfolio of campus services that support faculty, staff, students, and visitors. The division encompasses more than 15 units, including housing and dining services, Penn Transit and commuter programs, parking, conference and hospitality services, University ID Card Services, Penn Mail Services, the Penn Bookstore, university-owned hotels, the Penn Children’s Center, the Penn Ice Rink, and the Morris Arboretum and Gardens, along with other ancillary operations.

Prior to joining Penn, Mr. Scales served as Associate Vice President for Business Services at Temple University. Earlier in his career, he held leadership roles in university housing and campus operations, including serving as Director of University Housing at Drexel University.

Mr. Scales is actively engaged in professional and civic leadership related to higher education and community development. He participates in national organizations such as the National Association of College Auxiliary Services (NACAS), contributing to conversations on innovation and best practices in campus services and auxiliary enterprises. He currently serves as Chair of the Board of Directors for Northeast Treatment Centers, a large nonprofit provider of behavioral health and human services, and as a member of the Board of Directors for University City District, where he supports initiatives that strengthen economic vitality and quality of life in Philadelphia’s University City neighborhood.
